Mari-Liis Suurpalu is the Director of HR at Information System Authority (RIA), the powerhouse behind Estonian e-governance and cybersecurity solutions, where 300+ smart and sharp people build and defend one of the world’s most advanced digital societies. Before joining RIA, Mari-Liis was an Adviser to the Estonian Ministry of Finance responsible for developing State’s HR policy in the areas of civil service attractiveness, personnel planning and performance management. She was a delegate to the European Council’s Working Party on Staff Regulations and a member of the OECD Working Party on Public Employment and Management. She has also been responsible for leading the Estonian expert team in two EU Twinning projects – “Support to Implementation of Civil Service Reform in Armenia” and “Support to Serbia in Modernizing the State’s HR Planning Procedure”. In addition, Mari-Liis has more than 10 years of managerial experience from private sector, including working for global management consulting firm Deloitte as the Head of Business Development and Communications. She is highly experienced in organizational change management, HR strategy implementation and performance management.
