Stephen Mwita Wangwe is the Acting Director of Communication Safety and Information Technology Security under the Ministry of Information, Communication, and Information Technology. Engineer Wangwe has experience in the cybersecurity field for more than 15 years among which 6 years are at managerial/leadership roles.
Engineer Wangwe is a Professional registered engineer in Electronics and Communication, majored in Project Management and with specialized skills in the area of cybersecurity. He has among other duties worked on preparation of the African Union (AU) Convention on Cybersecurity and Personal Data Protection (Malabo Convention) of 2014 and the Southern African Development Community (SADC) Modal laws on Cyberlaws of 2010; Ratification of the East African Community (EAC) Protocol on Information and Communication Technology (ICT) Networks by the URT; Championed the e-Schools, Cyberlaws, e-Justice, National Public Key Infrastructure (NPKI) and Video Conference Projects; National Representative in Negotiation team for UN Convention on countering use of ICT for Criminal Purposes; Guideline for Institutions responsible for Combating Cybercrimes in the URT; National Cybersecurity Strategy (2018 – 2023); National Cybersecurity Communication Strategy (2021/2022 – 2025/2026); National list of Critical Information Infrastructure (CII) and guidelines for identification, risk management, auditing and overall management of CII; Corporate documents including Business Continuity Plans (BCPs), Disaster Recovery Plans (DRPs) and ICT Policy; and the recent preparation until promulgation of the Personal Data Protection Act of 2022.
With his vast experience Eng. Wangwe envisions a trusted cyberspace in the URT and passionate to take the country to newer heights in the realm of cyber posture nationally, regionally and globally.
