Former Director of Digital Governance, Costa Rica

Jorge Mora-Flores is from Costa Rica. He has more than 20 years of experience in Information and Communication Technologies, Digital Transformation, Cybersecurity, Creativity, Innovation, Public Policies, Competitiveness, Productivity, Entrepreneurship, Agile Development Methodologies, Business Model Development, and Project Management.

He has a master’s degree in Innovation for Business Development from the Tecnológico de Monterrey, Mexico, and a Computer Engineering from the Tecnológico de Costa Rica. In addition, he is currently a candidate for a bachelor’s degree in Computer Science and Project Management from the UNED of Costa Rica. Furthermore, he is studying for a master’s degree in Cybersecurity from the UNIR of Spain.

He has Diplomas in Crisis Management, Project Management and International Negotiation, Public Policies for the Democratic Development of Latin America, Local Political Consulting, and Political Communication.

He has studied cybersecurity, the design of cybersecurity strategies, the design of public policies in Digital Government, and the Use of ICT for better Governance, the latter from the e-Governance Academy, Estonia.

He is the former director of Digital Governance of the Ministry of Science, Innovation, Technology, and Telecommunications (MICITT) and former director of the Ministry of the Presidency of Costa Rica. He has been an entrepreneur for more than 16 years in software and information systems development. Jorge led and coordinated the attention to the national cybersecurity incident in Costa Rica, which suffered in April 2022.

He currently collaborates as an Expert of the EU Cybernet Program; he works as Consultant in Digital Transformation, Cybersecurity, Open Source, Innovation, and GovTech; and he collaborates as LATAM Sales Account Manager of the American cybersecurity company, DeepSeas.

Jorge is the Co-Author of the Digital Public Transformation in Latin America book with the chapter “A comprehensive vision of cybersecurity to support digital transformation,” He works to make things happen by developing purpose and passion and achieving a positive impact.
